We are in the process of finalizing the Position Paper on the new Qualification Programme ("QP") following the conclusion of the 3-month public consultation period for the Consultation Paper on "Proposed Changes to the CPA Qualifying Process", which ended on 31 August 2016.

During the consultation period, 8 information sessions were conducted, with around 350 attendees attending the sessions. In addition, the HKICPA received 11 written comments and more than 160 responses to the survey questionnaire. In general, respondents supported the new QP. However, at the same time there were concerns about the new entry requirements, the exemption fees, the introduction of the 3-day Capstone workshops, and the 4-attempt examination rule for both the Associate and Professional Modules, as well as the imminent proposed launch date of the new QP. In light of the comments received from stakeholders, certain changes will be made to the proposed CPA qualification framework if deemed necessary. The draft Position Paper on the new QP will be submitted to the HKICPA Council for consideration and approval in October 2016 before its issuance in late 2016.

I would like to take this opportunity to thank our respondents for their time and great efforts in reviewing the proposal, and for providing us with their detailed and thoughtful comments. I trust that the new QP will better serve the needs of all accounting professionals.

President of HKIAAT
